Lot 1564 Hong Kong, 1868 (19 May) entire letter from Nagasaki, Japan to Barbezieux, France (27.7) "voie de Marseille" showing "Too - Late" h.s. (Proud type I7) with "GB/1f26c" accountancy h.s. in blue (RR) and Marseille transit c.d.s. in red alongside and "Hong Kong/C" (30.5) and Paris (26.7) c.d.s. on reverse, rated "10" (décimes), with Nagasaki sender's cachet in blue on front, very fine and extremely rare - only six covers with unframed Hong Kong "Too Late" h.s. (1872-99) and the only known "Too Late" h.s. on an unpaid or accountancy mark cover, further showing an extremely rare accountancy mark, as well as a fascinating usage from Japan four years earlier than the earliest recorded use of an unframed "Too Late" h.s. at Hong Kong by Proud or Gurevitch.

P&O "Emeu" departed Hong Kong at noon on 30.5, but "United Service" did not arrive at Hong Kong until 7 p.m. on 30.5. Cover demonstrates that mail brought by "United Service" was marked as "Too Late" for the "Emeu". "United Service" and "Behar" also carried mail from wrecked P&O "Benares".

The Hong Kong Post Office applied late fee procedures to the Transpacific Packet Service when it began in early 1868 under the Hong Kong - U.S. Postal Convention: ". posted on board the Packet from 2:00 pm to 2:50 pm on payment of the Late Fee of 12 cents in addition to the postage."
