Wei Hai Wei, 1898 (Dec.) Provisional issue proof of 5c. in black on red with single impression of the "C & Co./WHW" handstamp and value in manuscript in all four corners, without signature at back, horizontal pair, bright colour, large margins, right stamp has light vertical crease, nevertheless very fine and a great rarity of Wei-Hai-Wei. Livingston E2.
