Paraphrasing the text of the letter : "I hope everything is alright. I spend my time with religious matters. The religious relations between the Gurkha (Nepal) and Tibet are friendly and continuous. Send some men to buy medicine and cleaning products for the temple of Buddha. You have to buy important things for it. I believe and hope that we can help the Government of the King of Nepal. We also would like to obtain some religious sermons from Nepal. Transmitting 5 Chinese silver buttons with this as a gift." .

Lot 3517 Tibet, 1863 Messenger envelope at the Maharaja Krishna Bahadur CiC Generla Kunvar Rana. The sender is a law Nomuchan (king). It is not certain that this was from the Regent; however, from the form and size of the seal, for which there were specific rules, it leads one to assume so. The imprint of the seal, though, has still not been identified.

The Tibet Expeditionary Force was raised in 1912, and a Military Post was established to transmit official mail in a manner similar to the I-Chan. In 1913, the Military Post was renamed the "Official Post". In 1918, it was closed down, and all official mail was transmitted through the Chinese Republic post office. This service predated the Mongolia military mail covers, and these covers are, therefore, considered by some as the first military mail of China.

In his excellent article, "The Tibet Expedition Force", which appeared in the Asian Philatelist 2010, pp. 124-130, Danny Kin Chi Wong recorded nine surviving covers from the Tibet Expeditionary Force. The above cover was not listed in his article, so the extant number recorded is now ten.
